Full-professor of Law & Economics at the Italian National School of Administration, he is also adjunct professor of Information and Communications Law at the LUISS Guido Carli University of Rome, where he co-heads @LawLab, a research centre on Cyber law. He is also a lawyer qualified to appear before the supreme courts and a member of the Supervisory Body on the Telecom Italia network. He served as a State Attorney; he was a member of the Legal Service of the European Commission and the Director of the Legal Service of the Italian Regulatory Communications Authority (Agcom). He authored various books and publications on electronic communications, media, cybersecurity, data privacy, regulation and competition.
